Champion Idea: Leo, The Hextech Hero

Background Info:
Leo is a Utility Champion who has both ranged and melee auto attacks. His primary role is Mage, and his secondary role is Support. He is a mana-less champion with strong passives, but in return has long cool downs.
Leo is a young man from Bilgewater who has had an interest in science since the day he made a model volcano. He visited Piltover once, where he learned and researched about the Hextech systems they used to power their cities. He aspires now to use his knowledge to progress Bilgewater by replicating the hextech system to power and defend the city. However, both the people of Bilgewater and Piltover do not like this idea.
His personality is comparable to Ekko
Appearance: Something like This would fit him, but still remain lore friendly.
Base Stats: Health: 500 plus 70 per level AD: 50 plus 3 per level Attack Speed: 0.65 plus 4% per level Health Regen: 8 plus 0.75 per level Magic Resistance: 30 Armor: 20 plus 3 per level Movement speed: 350 plus 5 movement speed per level, starting at 355 at level one, and ending with 440 movement speed
Passive: Hextech Defensive Boosting
When Leo Heals or Provides a shield to an ally, any incoming healing or shielding is increased by 5%/10%/15%/20%/25% (Levels: 1/5/10/14/18) for the next 5 seconds. This effect does not apply to any healing or shielding received from Leo or the target (For example, another heal/shield from Leo wont be increased, nor will life steal, self healing, or self shielding.), and cannot apply on the same target for 30/25/20/15/10 (Levels: 1/5/10/14/18) seconds after Helping Hand has ended.
Animation: The effected champions have a neon green outlining to the champion
Q: Hextech Hybrid Weapon (cooldown: 60 seconds)
For the next four auto attacks, Leo switches to rifle mode, firing hextech recognition rounds. He gains 550 auto attack range, but his attack speed will be halved (since the rifle will be bolt action, and a new round will have to be chambered after every auto attack). However, Leo will deal a bonus 10/15/20/25/30 (+20%/30%/40%/50%/60% AP) magic damage on hit
Leo can auto attack allies, granting 50/10/150/200/250 health instead of doing damage (obviously). However, this will use up two rounds
Hextech Hybrid Weapon's cool down is reduced by .5 seconds for every auto attack he lands while in melee mode. [So if the AA is blocked somehow (ie: blind), it will not count]
Animation: His weapon is normally a thick two handed sword that makes a similar noise to Ekkos melee attacks, however the sword splits in half, allowing a barrel to a rifle to exit the opening as well as a foregrip and sights, turning the weapon into a rifle when the face of the blade is upwards. His weapon in Rifle mode let off a plasma weapon sounding noise, however the reload sounds similar to a Jhin reload.
W: Hextech Strategic Nanobots (Range: 300 Active Cooldown: 40 seconds at all levels)
Passive: When out of combat for 10 seconds, Leo deploys nanobots that grants himself and nearby allies within 500 units an additional 20/40/60/80/100 movement speed, and allows 5%/10%/15%/20%/25% of missing health to be recovered over 10 seconds (After this, the healing effect goes away, however the movement speed effect does not).
The nanobots cannot be deployed while this ability is on cooldown, and the nanobots will immediately return to Leo on any effected ally when they enter combat, and all nanobots will immediately return from all allies when Leo enters combat.
If the unit already has full health when the nanobots are deployed, they instead overheal the target, converting the excess healing into a shield that absorbs 50/100/150/200/250 (+30% Ability Power) for the next 1/2/3/4/5 seconds.
Active: Leo overcharges his nanobots, before sending them to an ally. (this can be used on himself or teammates). This causes them to not return to Leo when the target enters combat, as well as instantly applying a shield that absorbs up to 50/100/150/200/250 (+30% Ability Power) for the next 1/2/3/4/5 seconds (Overhealing can still apply on top of this. AKA: If they have full health upon casting, the shield is doubled). After five seconds, the nanobots self destruct and apply 40 / 65 / 90 / 115 / 140 (+ 40% AP) Magic Damage to surrounding enemies, as well as slowing Movement Speed by 25% for 1.5 seconds.
Animation: A swarm of housefly looking bots circle around the effected units. A buzzing noise is made like a fly as well, except much more robotic sounding than natural. For the passive, the AoE shows in a glowing neon green circle (similar to a Rengar leap) that all champions, both enemy and allied, can see.
E: Hextech Marking Orb (Range: 1000 Active Cooldown: 25 seconds at all levels)
Leo throws an orb of hextech-produced energy that does 20%/40%/60%/80%/100% Ability Power to enemy champions within 150 units of the blast, as well as giving true vision on any hit units for five seconds. (Delivery takes as long as a Ziggs Q)
Marking Orbs damage is shared between champions (For example, if he hits two enemies they take 50% damage each, then 33% for three enemies, so on and so forth), and gets .5/1/1.5/2/2.5 seconds taken away from the cooldown for each enemy it hits (so at level 5 if it hits 5 enemies, half of its cooldown is refunded)
Animation: An orb spawns in Leo's hands, and he throws the orb like one would shoot a basketball. Upon landing, the ball blows up like a Corki Q.
R: Hex-Core Doom Device (Cooldown: 300 seconds at all levels)
Leo chanels the spell for one second before he activates his doom device, entering stasis to shield himself from the blast. The device enters “Final Countdown” releases energy 500 units around him for six seconds, dealing 150/300/450 (+ 45% AP) magic damage over 5 seconds to enemy units. While in this state, enemies are slowed for 20%/30%/40% (+ .05% per 1 AP), and are silenced until leaving the AoE. While in Final Countdown, enemies are immune to any other sources of Crowd Control
The Doom Device stores 20%/40%/60% damage done from Final Countdown, then detonates, releasing the damage back to all enemy units within 500 units. If this ability is reactivated, Final Countdown will end, however the device will not detonate
Animation: :Leo brings his hands up, before slamming the doom device (Identical to the Futurama doomsday device) to the ground. While he is doing so, the signature golden stasis effect wraps around him like an overshield.

Joke:
Leo says the first part of the joke, before a small swarm of nanobots escape his coat to make a questioning-sounding robotic noise, before he says the second part, then the nanobots make a upbeat noise, then returning.

Taunt:
Leo points his sword forward as electricity overflows it like a lightning rod
"In the name of science... This will hurt... A lot.."

Since you have made it this far, here's a fun fact: Leo can achieve 767.5 movement speed on his own (three cloud drakes with elder, mobi boots, his W passive, and scaling movement speed).
