Ocusul the All-Seeing (New Champion)
Hello Riot Games, I am a fan of League of Legends and I love the champions and their designs in the game. The lore for each one of them is simply amazing and their abilities are creative and fun to look at. I've recently been thinking my own "make believe" champion and told my friends that also play LoL about him. They say that the champions is really cool in concept, so I took the initiative and decided to share it with you all. I don't want anything in return. I just would really like to see this champion turn from an idea to an actual playable character.

Passive- The Correct Path: Ocusul and his allies regenerate health overtime outside of combat.
Q- Omnipotence: Ocusul fires a ball of energy in the shape of an eye. Any enemy champion or unit that stands near the eye will take damage overtime. The skill shot will stop on the first enemy it makes contact with. (Base damage 75/120/165/210/255 scales with 0.6% of his AP. Range 1250. 4 second cooldown).
W- Rejecting Field: Ocusul creates a wide radius rift in the ground that does burst damage on hit. It also slows and does a set amount of true damage over time to all enemies that stand on it. (Base damage 42/64/86/108/130 scales with 0.4% of his AP. Rank 1 DOT goes up to 30. Rank 2 DOT goes up to 60. Rank 3 DOT goes up to 90. Rank 4 DOT goes up to 120. Rank 5 DOT goes up to 150. Range 1050. 7 second cooldown).
E- Transcendence: Short range teleport (think of Ezreal's E) that has an AOE at the start of the teleport. Any enemy within the AOE will have reduced vision and takes damage based on how much health Ocusul is missing. (Base damage 45/70/95/120/145 scales with 0.8% of his AP and 0.7% of his AD. At 75% of Max health it does 10% Bonus Damage. At 50% Max health it does 20%. At 25% of Max health it does 30% Bonus Damage. Rank 1 reduced vision lasts 1.2 seconds. Rank 2 reduced vision last 1.4 seconds. Rank 3 reduced vision lasts 1.6 seconds. Rank 4 reduced vision lasts 1.8 seconds. Rank 5 reduced vision lasts 2 seconds. Range 500. 20/18/16/14/12 cooldown).
R- Know My Power: Marks one enemy champion. Ocusul gains 10% bonus ability power and movement speed at rank 1. 25% at rank 2. 50% at max rank. Ocusul will always have vision on the marked champion. To negate the affect, Ocusul must be killed by an enemy champion or he can just simply switch targets when the ultimate is off its cooldown. (Range 850. 120/95/70 cooldown).
I am not an artist what so ever, but I do have a general idea of what he should look like. He should have short white hair. He should have a third eye on his forehead that is always open while his other eyes are closed (except when he uses his ultimate). His auto attacks are beams from his hands. He should have wings made of energy on his back. As for an actual outfit, I'll leave that up to you guys. I don't have a lore for him, but I don't mind letting your team come up with a lore for him.
