Well , I got penalized twice for not banning any champion during the banning phase . How is this possible ?? Am I wrong if i decide NOT to ban ANY champion from the list ? Is this some kind of a bug ? Thanks in advance for sharing your thoughts .

There is an option to "no ban", you don't just not lock in anything.
