New Queue Type Minor League?

Well me and a friend were playing league them being greatly lower level than due to being a new account, so instead of having to make a completely new account in order to play somewhat safely with them we came up with an idea to where it would not levels over a certain threshold into without implementing some sort of handicap I.E. if a level 15+ were to go into this type of queue they would be set back to level 15 only being aloud to have runes/masteries of that of a level 15 summoner, this way it would be fairer for those who want to play with lower level players without having to make a completely new account.
