A ranged AD Assassin who toggles between abilities to gain different passive

P: Judges Hammer. Ahkoha's basic attacks apply stacks of judgement on the target capping at 3, on the 4th attack he declares judgement based on his current active. Ahkoha may only have one Judgement ability active at a time.

Q: Judgement of Pursuit On his 4th attack Ahkoha declares the judgement of Pursuit on the target, he drains 15% of the targets movement speed for 3 seconds. The target canot have this judgement placed on them for the next 6 seconds.

W: Judgement of Rejuvenation On his 4th attack Ahkoha deals 5% of the targets max Hp, as bonus magic damage. He heals equal to the damage dealt this way. The target can not have this judgement placed on them for the next 7 seconds.

E: Judgement of Pain On his 4th attack Ahkoha deals damage equal to 130% of his base AD.

R: Final Judgment Ahkoha brands a target, they are marked until Ahkoha judges them, Ahkoha gains the benefits of all his judgements against the target on this 4th attack.

Ahkoha excels in the mid or bottom lane. He is attack speed focused as it let's him quickly proc his judgments. Leveling an ability will slightly increase the effect but will also decrease the time the target is immune to the judgement.

This is a bad idea. Basically imagine if Udyr took 4hits to get the active part of his skills off. Q = crappy slow, it's a worse but longer version of Blue Smite W = 5% hp steal, that's like one botrk hit. E = 230% damage on 4th hit, not bad it's like a sheen. Unless you mean 30%bonus damage then it sucks R = combines 3useless skills to deal something not that great... Another way to say it is this is like it took AAtrox 4hits to Q knockup foes, W Lifesteal, E Slow, and R use his ult. expect those skills deal half damage.
