I think it would be nice to gain 1 credit for like every 4 months up to a max of 3. It's already in the form of RP so they already made profit.
Rito New Passive: Summoner gains an additional refund charge every 4 months, up to a maximum of 3 stored at once.
How about you can randomly earn the charges through games, like hextech keys but way rarer.
