Why lol don't have a comunity workshop?

Why league of legends do not have a** workshop were players can create skins and charactzers** that may be one day will come into the games? on dota 2, in steam there is a comunity workshop where players can create their own skins and champion or may be object for the games, this object get voted by others player and then it get decide if put the skin/character into the games. I would relly enjoy this and if one day could it be real, it would be nice to be seen in lol, Do you think the same as me?[zombie-brand-clap]
