(Forgive me, I forgot the tattoos! Didn't notice they were missing until I opened my phone and the reference I was supposed to use was staring back at me).

Paint Shop Sai. I use it over alternatives because of the price, and more importantly, the line quality. The brush tool in Sai has a sharpness to it that's impossible to achieve in Photoshop or others.
