Sure, Ahri and Vladimir can have skins even though their previous ones aren't even a year old, Ekko was released before Tahm Kench and is already getting a skin, and Riven's last skin was in 2014. YET THIS CONCEPT HAS BEEN CIRCULATING AND EVEN COMMENTED ON BY RIOT FOR THREE YEARS AND IS STILL NOT A THING!
