I main Shaco and the only skins riot has represent other clowns/joker/jesters and I think he needs a more exotic skin, the answer... is a project skin for shaco

I don't think Shaco fits this motif. The PROJECT candidates are very human characters who are typical of their homeland, and typically not heinously murderous. Shaco is a mystery character, who's not even confirmed to be human, and he's a serial killer. He's not at all what a PROJECT candidate is. He'd be more fitting for the Program line if you wanted a digital style skin.
