Improving match making by adding a champ selection phase kicking system

I think we have all been in the situation where a person is supposed to fill, let's say, support position, and they end up trolling the game by not picking an appropriate champion for that role. I think it would be nice if we had the option to kick that player from the match during the champ selection phase... (maybe if 3/5 agreed on that?) And definitely give them some type of punishment, such as 30min wait until they can find a match again. I really think this would improve the game for the players who deserve it, which are the ones that nurture respect rather than selfish and childish behavior in our community.
