Ultimate skin idea: Pre-mutated Dr. Mundo

Greetings summoners!

I have an idea for an Ultimate (or at least legendary) skin for Dr. Mundo: Pre-mutated Mundo (I am sure Rito could come up with a better name). I have always considered Dr. Mundo to be an interesting character, and his lore as a serial killer and mad scientist shows a lot of potential. The problem is Dr. Mundo neither looks nor sounds intelligent, due to his constant self-experimentation. I would love it if we could get a skin that showed what he was like when he was younger and smarter. I was thinking he could have a Hannibal Lector meets Nazi doctor vibe going on. Imagine Hannibal Lector saying "Mundo goes where he pleases."
