Emera - the Mage Hunter

The land was filled with energy, pulsed with it, but it remained barren. Reddish soil scorched by ancient magic stretched across the wasteland. There wasn’t anyone for miles around, except for one, hoisting a large gun. Her sharp eyes swept over the waste for any movement, any threat. She was Emera, a hunter of mages.

A noise behind her made her start. She whipped around but there wasn’t anything she could see. The sound came again, this time to her right, then her left. Everywhere. The top of the barren dirt bulged and cracked as a strange bug the size of a small yordle crawled out. It was brown, stained with magic like everything around it, and mutated by the sorcery. Its siblings crawled out one after the other, dozens of them until she was surrounded. Finally, a humanoid climbed out of the dirt, looking like a monster itself.

He wore a shabby robe, more rags than clothes. Albino in color, gaunt in shape, the humanoid was a former mage, twisted beyond recognition by the magic it embraced.

“So, you are the one who has been killing my beasts, haven’t you!” the former mage shrieked, pointing accusingly. “Well?” he demanded when she didn’t answer.

Emera thumbed the hammer of her trusty gun and then leveled it. “I was looking for you,” she replied. “Magic was a mistake. Your kind has overstayed your welcome in Runeterra.”

The man sneered. “But I smell magic on you too! Go on, tell me! What do you do?”

"Kill."

Bang, bang! Bang! The special bullets Emera carved through the air toward the mage, but the bugs intercepted her shots. They exploded, their remains obliterated into tiny particles of mana that seeped back into the earth. Even dodging away from the swarming bugs, Emera nonetheless found herself buried under the writhing mass as the old mage laughed. “Get her! Feel the wrath of my monsters!”

Time for Emera slowed to a crawl. The bugs sank their teeth into her, pummeled her with their bodies, but the pain was not there. Then time abruptly reversed, speeding to a blur. She dodged away from the bugs. Without even aiming, Emera unloaded wildly around her, finishing with a fiery explosion that wiped out the rest of the bugs. Only she and the mage remained.

The mage’s mouth opened and closed feebly, but nothing came out.

“What’s wrong?” Emera asked, chambering one more round into her gun. Finally, the mage gasped out a hex, but Emera leveled her gun and fired. A purple shield surrounded the mage, but Emera’s finally bullet shattered it and lodged itself in the old mage’s head. Emera watched the man fall and then took out a notebook and pen, scribbling something.

“One more down,” Emera said, sighing. “And who knows many left to go.”

"If magic didn't exist, I wouldn't have to save you from yourself!" - Emera

Description Emera is a hunter from a future destroyed by magic. Her birthright, control over time, made him shunned among her people. Incensed by her treatment and the mistakes of the past, she decided to take matters into her own hands. However, it soon became clear that she will have to nip the problem in the bud. With the powers she despised, she ripped a portal in time and dove into the past.

Emera is a ranged autoattacking champion that excels in short trades against spell casting champions. However, she is a bit lackluster in longer duels which take much more mana.

Hexwrecker (Passive) When a nearby enemy casts a spell, Emera marks them with Hexwrecker. Emera’s next basic attack against a target marked with Hexwrecker consumes the mark to deal bonus physical damage. After Hexwrecker is consumed, the mark cannot be reapplied on the same champion for some time.

Armor Piercing (Q) Emera’s next basic attack deals additional bonus physical damage and is twice as effective against shields. Armoring Piercing resets Hexwrecker’s cooldown and can critically strike.

Antihex Explosive (W) Emera fires a piercing shot, dealing physical damage to all units it passes through. It explodes at the end of its path, dealing the same amount of damage in a small radius, increased with the unit Ability Power.

Inertial Well (E) Toggle Off: Emera gains movement speed, increasing with level. Toggle On: Emera slows her personal time, slowing herself and reduces incoming damage by a percentage, additionally scaling off of magic resistance. Mana cost increased linearly every second up to a maximum.

It's All Relative (R) Emera warps the time in a zone centered on her current location, silencing enemies briefly. Enemies in the zone are slowed significantly while Emera's movement speed and attack speed are both increased.

Alternative: Counterspell (E) Emera creates a shield that destroys the next ability that hits her. If Emera blocks an ability, Counterspell silences the source of the ability and generates a shield based on the source's Ability Power.

Emera will usually poke and waveclear with Antihex Explosive. Poking with Hexwrecker is also possible if an opponent has just used an ability even if not trading.

During trades, she might use Inertial Well to decrease incoming damage, and then trigger Hexwrecker, followed by Armor Piercing and another potential Hexwrecker.

Emera is straightforward in teamfights with her large slow zone. The slow from Inertial Well is offset by the speed boost of It's all Relative, allowing her more freedom than usual while retaining the damage reduction gained from Inertial Well.

To Xayah or Rakan: Your work will ruin all of us someday, mark my words!

To Ryze: If you truly cared about protecting mortals, you'll take those runes you found and hide them in a deep dark hole.

To Syndra: Go on, throw your little spells and rant about your power. Lets see how well you do buried under three feet of red dirt.

To Vayne: Perhaps you should expand your horizons a bit to see the true evildoers. Then we can be friends.

To Ekko: Somehow you seem familiar.

To Zilean: Are you my grandpa?

To Lissandra: Don't worry, you succeeded! Not if I can help it this time though.

To Lux: You seem nice. Maybe we don't have to fight if you promise to stop using magic.

To Veigar: It's a shame your height is not proportional to your potential in magic.

To Heimerdinger: Stop your inventions! You're leading the world to ruin!

I think you've got a pretty good character concept! I really liked the lore, though one thing that bugged me is she's a hunter of magic beasts, but her title is Emera the Mage Hunter. Not every mage controls magic beasts, though if that phrase is also referring to mages who have been overwhelmed with magic power, then I see why you worded it the way you did.

Her abilities seem pretty cool too! I don't know game design, so I don't know how balanced they'd be, but they tie into her theme nicely. I like her R because it reminds me of the entropy zone spell from Nexus Siege and that's one of my favorite spells.

Vel'Koz doesn't do tomes, though...

In fact, technically he destroys everything he learns about by virtue of his means of doing so, anyway.
