Does anyone know if it is confirmed or anything im sure that there are 2 new skins 1 for hecarim and one for zed does anyone have any guesses?

The new ulti skin is for hec and ziggs must be getting a new skin.

C:\Riot Games\League of Legends\RADS\projects\lol_air_client\releases\0.0.1.115\deploy\assets\images\champions Paste that into your directory in your documents and type in hecarim and or zed they have unavailable splash arts as if they were on PBE which may be hinting at riot working on 2 new skins and the splash is unavailable. as seen there there is all the other skins for the champs.

Ohh I see. Yes that is very interesting.

Usually when that happens though, it's that the skins are almost ready, so we may see something soon for them on the PBE.
