deserve a new skin dont yous think? like its 5 years since he got his last skin-.-, for example look at karma she got like 2 skins in 2/3 months time like wtf ? I wouldnt mind to see WarringKingdoms Swain ( my spellings might not be right.) Even look at Annie,Ashe,Lee,Garen those champs have like 1230291 skins and then there is that "old" swain with 3 skins that are like as old as the game.. **

I dont really know how they pick. But I am pretty sure it is based on how much the champion is played.
And again: Swain is on the tier 1 list for a complete VGU. That means he is under skin embargo. He won't receive any new skins until he got reworked. It would just be wasted effort to create the models and textures of a new skin if they have to completely redo that work because he gets redesigned from the scratch.
Yes, Swain could use another skin. But it doesn't matter how many threads about that will come up, he gets a new skin after being reworked.
Yeah, don't count on it. Being on that Tier 1 VGU list keeps him away from pretty much seeing anything outside of small in-game changes.
