Champion Skins add small positive attributes

If the skins of every champion had special positive attributes some examples I thought of would be,

• Arclight skins would apply marks of sunlight with their spells or basic attacks
• Dragonslayer skins would do increased damage to dragon(s)
• Blood moon skins would cause a small bleed with their spells or basic attacks
• Academy skins would slightly increase their gain of experience
