Wukong and Zac Concepts and Creations

I have a few questions for artists who designed these two champions. Why are they so similar to some characters from one anime? Their abilities are so alike. Wukong abilities are so similar to Goku. I noticed that when I started watching Dragon Ball few months ago. Zac on the other hand really looks like the final antagonist Magin Buu, or Kid Buu or Super Buu. Whatever he looks like Buu. If this happend that you stole all of this from the creator of that anime I think this is not a very good idea to keep that.

Wukong is based heavily on Sun Wu Kong, the main character of the Chinese novel Journey to the West. Dragonball is also based off of it, to the extent that Kakarot's Earth name, Goku, derives itself from the Chinese name of Wu Kong, Son Goku. (the rest of the names are based on Food; from Kakarot being Carrot to the obvious Pickle-o, Gohan is Rice, KRILLin, etc.)
