[Champion Concept] Rofeon, the Tainted Mage

Hello everyone! This is one of my champion concepts that I have made over the last few years. I originally made this concept a year or two back but then decided to revisit his kit. His previous abilities were pretty stale and didn't seem unique enough. I've included a brief story of him as lore and a link to the older post of his original kit below the abilities, in case you are interested. ABILITIES

(Passive) Black Energy

Resource - Rofeon’s mana bar is replaced with Black Energy (100 max). Whenever Rofeon hits an enemy with an ability, he gains some Black Energy. At 100 Black Energy, his next basic ability does 20 + (5 x level +10% AP) bonus magic damage, drains all energy, and heals himself for 20(+2 per 100 AP)% of his missing health. For every point of Black Energy, Rofeon’s basic abilities have their cooldowns reduced by .5% (stacks multiplicatively with normal CDR), but cost 1% more health. Black Energy decays when Rofeon is out of combat.

Ability - Every 12 seconds, Rofeon’s next basic attack deals 30 + (8 x level +10% AP) bonus magic damage in a 175-unit radius. This ability generates 10 Black Energy.

(Q) Siphon

Rofeon absorbs the life force of an enemy dealing his AD + 10/35/60/85/110(+25% AP) as magic damage for his next basic attack. He heals himself for 20% of the damage dealt. This ability resets his basic attack timer, but cannot be used when Expel is in effect. CD: 11/10/9/8/7 seconds Cost: 12/20/28/36/44 health Generates 5 Black Energy

Insanity Form: Demon’s Grip

Rofeon roots himself in place while squeezing the targeted enemy with immense force. The enemy is stunned for 1 second and take 30/65/100/135/170(+60% AD) physical damage at the end of the stun. Black Energy seeps out during the squeeze, dealing 50% damage and slowing for 1 second to all enemies within a 175-unit radius. CD: 6 seconds Cost: 10 Black Energy

(W) Oblivion Sphere

Rofeon charges up a ball of black energy over 1.5 seconds that deals 40/65/90/115/140(+35% AP) to 80/130/180/230/280(+70% AP) magic damage and slows by up to (based on charge time) 30/35/40/45/50% for 2 seconds to all enemies hit. The damage and AOE of this ability increase the longer it is charged, while the projectile speed decreases. Rofeon can move at 80% movement speed while channeling this ability. After 3 seconds, he is forced to let go of the black energy, releasing it at the cursor’’s location. CD: 14 seconds Cost: 12% of current health Generates 15 Black Energy

Insanity Form: Enrage

Rofeon becomes enraged, gaining 30/35/40/45/50 movement speed, ignoring unit collision, and gaining 30/35/40/45/50% tenacity for 6 seconds. This effect is lost if Insanity Form wears off. CD: 20 seconds Cost: 4 Black Energy per second

(E) Expel

Rofeon’s hands and mouth become covered in dark mist, giving him 425 addition range on his next three basic attacks. The first two attacks expel the clouds from his hands, dealing 15/25/35/45/55(+15% AP) bonus on-hit magic damage. However, on third attack, he unleashes a petrifying roar, dealing 60/95/130/165/200(+50% AP) magic damage in a cone and silencing enemy champions for 1 second. CD: 17/15/13/11/9 seconds Cost: 20/33/46/59/72 health Generates 10 Black Energy after roar

Insanity Form: Reckless Charge Rofeon charges forward in a line, knocking all enemies aside and dealing 70/110/150/190/230(+50% bonus AD) physical damage to those hit. After this ability hits a champion, the remaining enemies take 50/45/40/35/30% less damage. After the charge, Rofeon’s next three basic attacks have 150% bonus attack speed. CD: 12 seconds Cost: 15 Black Energy

(R) Into Insanity

Rofeon allows the darkness to consume him, going insane and changing form into his demon self. While in Insanity Form, he loses 1 Black Energy per second, but gains 50% of his ability power as bonus attack damage, 10/12.5/15% increased movement speed, 50 attack range, and a new set of basic abilities. Instead of costing health and generating Black Energy, each ability instead costs Black Energy. Upon exiting Insanity Form, he becomes afflicted with Grievous Wounds for 5 seconds. This ability can only be used at 100 Black Energy. CD: 140/120/100 seconds

LORE

Before the Rune War in Urtistan, there was a group of mages that protected the land. The group, called The Bearers, consisted of three mages, each wielding their own unique staff. Being an honored mage at the time, Rofeon wielded Animulas, the staff of courage. As a member and leader of the Bearers, he swore an oath to defend Urtistan with his life, thus, granting him the heart to fulfill his duty with all his strength and power.

When war erupted, the trio was sent into battle against the phalanx of dark summoner-knights that were sieging the great Clock Tower city. The Bearers fought valiantly, using their great magical powers to destroy their enemies under Rofeon’s command. Although they had immense strength, they were vastly outnumbered. Fighting down to the last breath, Rofeon’’s companions were defeated in the midst of battle. His courage started to diminish after this instant and he surrendered, disavowing his oath and causing Animulas to vanish from his very hands. Unarmed, he was taken to the summoner-knights’' prison and held captive.

During the time that he was held captive, Rofeon began to contemplate what happened the night his comrades fell. He started to hate himself for his lack of courage. As his imprisonment lengthened, his hatred and is want for his previous courage grew. In the middle of the night, Rofeon was awakened by the presence of a dark being next to him. The being offered to provide a way for Rofeon to regain his former courage. Because the hatred for himself, he accepted this offer without hesitation. The dark being gave him immortality and the power to absorb and use black energy around him, but he would have to use this power to wreak havoc instead of preventing it. Using his new powers, Rofeon broke out of the prison, crushing anyone in his path. He then began his search for Animulas and his lost courage.

After years of causing chaos in the search for Animulas, the people of Runeterra started to fear the infamous sorcerer. The League decided to take action. They offered to accept Rofeon in order to try to contain him and also allow him to find courage on the Field of Justice.

Okay, let's go over the kit for a second. Passive: Custom resouce? Sure, no problem. Can be both used and generated through spells and has an interaction at 100? Cool, works. What's this? Scaling CDR up to 50%, stacking with normal CDR? So... Either that's a max of 95% CDR which is OP as all hell or it's 77.5% which is... Also OP as all hell... Sure, it's not always that high and it's only that high once per full bar, but... It's crazy. Q: Seems nice, it's kind of balanced and deals damage to yourself, but still heals if your custom resource is low. Work fine. Doesn't work while you have another spell up... Not so nice. Now with the 95% CDR, you can attack 3 times a second, doing 110+25% AP damage, plus normal attack damage... Not so nice. Even with 77.5% CDR it's every 1.5 second... Quite flipping strong. Oh, and you just need a gunblade and around 600 AP and then you always heal. Empowered Q: So... Scales with AD? I guess. Don't understand why. CC and damage, sure, it's not that long and the aoe slow isn't big. Works, kinda. W: So... Varus Arrow... Except it deals more damage... And slows... Might not be as long, but it seems like the same skill. I could talk about the CDR again, but I think you get the idea. Empowered W: So a burst spell turns into an escape spell that's not even super good... Why? Costs super much resource. E: So it scales poorly, the self-damage being the thing that scales most, meaning you'd keep this at rank 1 for utility until there's nothing else to level up... It disables you Q... Sad. Second attack modifier on the champion. Usually one is enough...Windup AOE silence. Kinda works, just feels weird to have two attack modifiers. Empowered E: CHAAAAAAAAAAARGE! I mean, ehm... A small displacing engage with an attack speed steroid.. It fits together with his normal E super well. Sadly, unless you hit 0 resource, you don't get to cast it. Sad. R: So... Why does he gain 50% AP as AD? It seems super broke. Build 600 AP, Charge in, hit enemy 3 times for 400 damage each within around a second. Kinda broken. Also the champion doesn't face me as an AD type. Even empowered. Also, cooldown is quite long considering he will use up the resource so fast and turn into normal form within just seconds of using it.
