There are skins from Star Wars (Chosen Master Yi), Mortal Kombat (Yellow Jacket Shen, Frozen Shen) and even DC Comics (Super Teemo) themed. So why we cant get Ghost Rider skin? Make one.
Ghost Rider is using chains, can burning/take souls and he is a ghost from hell. What champion can fit that....

Well Thresh is basically already like that. Give him a chroma where his green gas particles are orange and red and bam. There's your ghost rider.
That's basically Hecarim and Thresh though.
Well the difference is, those skins are inspired by the things, they're homages. This is just a straight up take the character thing you want.
Also super teemo is based on superheroes in general. Saying that he's only based on superman undercuts what the skin is all about. He's just a silly skin based on the older superheroes.
