Never too early for a Neeko Rework!

CONCEPT- Increase Neeko's skill cap, creating room for a potential damage and effectiveness increase. I would love nothing more than to see a pro player ult a clone in next years worlds :)

IDEAS- Create a buff (send butterfly to enemy) effect that is applied on A: her 3rd auto and B: her 3rd proc of Blooming Burst. Remove the root from her E after the first 2 enemies hit, but keep the range and damage. If the enemy is affected by the 'butterfly buff' they are then rooted for 3 sec if hit by the E after it hits 2 minions The same concept for her Ult. Nerf the normal damage. If it hits a buff affected enemy it does more damage and roots longer.

This should create room for an over-all buff for the summoners willing to master her.

Buff Ideas- Remove previous nerf of attack speed after casting Q Mirror movement clone - this one is especially exciting to me W on hit every 2 autos but remove damage bonus
