Community Champion Concept (WIP)

(This entire concept is open to concept change. I would like help building and refining this champion. My goal is to have Riot see this champ as a community concept rather than a concept by one person.)

Name: (Possible ideas, open to suggestions) Vallenbrik; Karne (pronounced Cairne); Cigard

Lore: Working in Piltover as a scientist trying to implement souls into guns and bombs, the warrior had an accident one day. An explosion inside his shop caused a portal to the Shadow Isles to be opened, tormented souls yanking him through the portal. On his way out he was able to grab one of his prototype guns to defend himself in the Isles. As he traveled the Isle's looking for a means of escape he was able to master the ability of applying souls and essence to weaponry, giving him the ability to charge his gun. During an intense exchange between him and Thresh, he learned how to how to summon an exact replica of his gun, allowing him to dual carry his guns for a short amount of time. Through his travels he's encountered Mao'kai and Hecarim as well. (I know this is bare bones, but again, this is being worked on)

Looks: Imagine a male Vi with a mix of Ezreal flare and Aurelion attitude. (Help with concept art is greatly appreciated. If you can do concepts I may be able to commission)

Passive: Soul Caliber - Next basic attack does magic damage equal to a percentage of your AP, decreasing as you level. Cooldown Reduction items do not affect Soul Caliber. (Start's at 80% AP at lvl 1; 40% AP at lvl 18; 45 sec Cooldown)

Q: Essence Charge - Focuses for .3 seconds before firing a bolt of essence, stunning the target for .5/.7/.9/1.1/1.3 seconds, dealing 5/6/7/9/10% Missing Health Damage. (CD: 12/15/18/21/24 Sec)

W: Hook of the Isle - Shoots a chain and hook in a line, hooking the first enemy hit, removing 5/8/11/14/17% armor and rooting them in place for 1/1.3/1.6/2/2.3 seconds. (CD: 14/16/18/20/22 Sec)

E: Last Chance - Passive: Basic attacks apply stacks, at 50 stacks the next ability does 1.3/1.4/1.5/1.6/1.7x damage. Active: Dashes forward a small amount and fires 9 projectiles in an arcing cone. Each projectile that hits an enemy or minion adds 1 stack. (CD: 5/6.5/8/9.5/11 Sec)

R: Soul Replica - Passive: Reduces Soul Caliber's Cooldown by 25/35/45%. Active: Creates a second gun for 25/30/35 seconds and being engulfed in soul essence, increasing his Attack Speed by 20/35/50% for 25/30/35 seconds and allowing each ability to be double cast before going on Cooldown. This applies to Soul Caliber as well. (CD: 90/120/150 Sec)

Hey, At first I thought...oh god is this guy gonna propose Sheogorath as a league champion (Sheogorath is the Mad-God from the elderscrolls series....he rules over a realm called the "Shivering Isles"). But then you mention Thresh and I realise you just made a simple mistake...The Isles you are referring too (The one with the undead, home to the Black Mist) are called "The Shadow Isles", not "The Shivering Isles".Though both would fit the place perfectly, Riot has already decided it is the first. When you mention existing lore elements in your concept, please try to do so correctly XD Or Lore junkies like myself will call you out on it ^^

Hey I like designing champ concepts myself so I'll give you my feedback here. You haven't specified what role he is so I'll assume he's an ADC.

The passive looks a little odd. Do you mean at level 1 the AP scaling is 80%, then it decays each level down to 40% at level 18? Also, the 45 second cooldown seems boring and not very interactive, could there be a more interactive way to charge it? After damaging an enemy 10 times perhaps? Or after landing a certain number of Qs or Ws?

For the Q ability, can you give a little more detail? If it stuns the target, how long will the duration be and how will the ability work (point and click, skillshot? etc.) Also, if it's doing missing health damage then why is it stunning, if it's an execute ability then they shouldn't be alive to be stunned by the end of the combo. The other idea you have for the slowing beam sounds a lot like Jinx's W too, maybe it could be modified somehow to make it unique? (Maybe imagine a Jinx's W but it curves like Diana's Q, And then you can add into the lore that he's mastered the art of curving bullets or something!)

His W sounds a lot like a Thresh Q or Kled's Q, maybe change it to be a little more unique. If you're going for a cowboy/gunslinger type theme then a lasso might be a good idea. This way the lasso could be thrown like a skillshot and prevent them from using movement abilties (like Cassiopeia's grounding effect) as well as damaging and slowing them. Also note that hard CC is a very rare thing to put on an ADC so don't put big moves like a thresh hook into an ADC's kit.

With the passive on the E, how many stacks do basic attacks apply? If it's one stack, then you'd never auto them 50 times to get it off. If its 10 stacks per auto, then it would only take 5 autos, which would work. Maybe instead of 50 stacks tho, make it 5? Imagine like a Varus W, autos apply 1 stack of blight (up to 3) and the next ability you land on them consumes the stacks to deal an extra 20% damage per stack. So for your character, you could make it so it stacks up to 5 times, and at 5 stacks they get a deadeye target on their head maybe, and then everyone knows that you're next ability will deal extra damage. Maybe, to make it even more fun, instead of making it do a flat 1.5 damage, make it so it deals execute damage. So the next ability gains bonus damage equal to 12/14/16/18/20% of their missing HP? The active portion of this ability sounds EXACTLY like Hextech Protobelt. Maybe make it so that he rolls forward a short distance, reloading his six shooter, and then sprays 6 projectiles randomly in a tight cone in front of him, in the direction he rolled. And each shot that hits an enemy can add a stack. (Also yes, this was inspired by Mcree).

You haven't provided any detail with the ultimate. What do you mean to 'focus' an ability? What was Qs cooldown anyway that its now reduced by 30%? What do you mean by double cast, as in, you can cast it twice in rapid succession or that it will have a double effect when you cast it? How does the double effect work? Does it shoot two beams side by side for his Q? Or does it double the range? Or does it double the damage? What about his W, does it throw two Lassos/chains or does it just CC them more/for longer. You need to provide more detail for this ability. If you include some sort of ability that changes/improves other abilities, you need to make it very clear what exactly those change/improvements are.

I really like the theme of his kit. You haven't provided much detail but I'm picturing a gunslinger with a touch of shadow isles who uses hextech weaponry to their fullest extent.

Here's a quick summary of how his abilities could be described a little more clearly, if I were designing him. (Note these aren't all your ideas, these are just examples):

Passive: After successfully hitting an enemy champion with your Q 3 times, you next auto attack deals 150% total AD.

Q: The Gunslinger shows-off his mastery of Hextech weaponry, curving a huge slug in an arc to his right, damaging and slowing the first enemy hit.

W: The Gunslinger throws out his lasso in a line ahead of him, damaging and slowing the first enemy hit. The lasso will tighten around this enemy causing them to become grounded and slowed for 2 seconds.

E: The gunslinger's auto attacks apply stacks of 'Taking Aim.' When a target has 5 stacks, they get a visual indicator over their head for 5 seconds. The next Q that the Gunslinger lands on an enemy with 5 stacks will take additional damage equal to 12/14/16/18/20% of their missing HP. ACTIVE: That gunslinger rolls forward a short distance, then rapidly fires 6 projectiles randomly in a tight cone ahead of him in the direction of the roll, dealing damage and applying one stack of Taking Aim with each projectile landed.

R: ???? Still not sure what R does. Maybe rework his ultimate because it doesn't seem to fit into the rest of the kit. Perhaps activating the ability causes every enemy within 1200 units of him to gain 5 stacks of Taking Aim, and for the next 6 seconds his Q has a 1 second cooldown and 50% mana cost.

Also I'd take a look at using the passive part of his E to replace his passive. It's too much to put on one ability and his current passive would be too strong with the E passive added on too.
