Name: Concentrated Fire (tentative name, open to suggestions)

Stats: +15% attack speed +20 Attack damage +15% Critical Strike Chance

Unique Active:Connection Link to a nearby ally. Nearby (450 units) linked allies apply on-hit effects that your attacks would apply and your attacks apply effects that their attacks would apply.

Unique Passive:Concentration If one or more nearby ally (450 units) also has a Concentrated Fire in their inventory, this item provides an additional 15% attack speed, 20 attack damage, and 10% movement speed. If four nearby ally units have this item, that bonus is doubled.

Total Cost:3000 Gold Build path: item 1042 +item 1051 = item 3086 +item 1036 + 1550 Gold = Concentrated Fire

None of the stats or the build I have listed here would have to be absolute, but the in general I think this would be about the way to build it. I think this would be a unique item to add to the game. It's one of those ones that, in standard gameplay in norms would probably not be too overwhelming mostly because getting a bunch of random people to all sink a large amount of gold into a rather situational item wouldn't be too easy. Also, having multiple people activating on hit effects nearby would be a bit of a double edged sword. If say a Caitlyn and a TahmKench are laning together and Caitlyn is stacking her headshot, Tahm's basic attacks can activate the final shot of it, which, while making his basic attack stronger for that hit, wouldn't be nearly as effective as if Caitlyn had gotten the shot first. Coordinating who hits who and when while using this item would be a huge test of teamwork. Something like this would be incredible to see on the pro scene, because they already have huge levels of coordination for team fights. I can also see pro team fights going spectacularly bad because one person attacked at just the wrong time and used an on-hit they weren't supposed to. But that level of full team coordination is really rare in the average players' game, so I don't think this item would destroy the meta too hard. One of the more interesting effects I could see happening from this would be how it might be used to add item 3077 AOE effects to ranged attackers, if that would even be allowed at all. That's one of the few things I can see getting just a little too powerful in standard play, and that could be easily mitigated by making it so on-hit damage affects aren't as powerful if they don't come from a player's own build, cementing this as an item that's mostly for cooperative stack building and debuffing.

I can see some terrifying combinations where both the ADC and support have on-hit passives, like Kaisa and Lulu.

Kai'Sa could build item 3508, item 3153 , and item 3124 , so both her and Lulu put Plasma stacks on enemies for extra damage, regenerate mana whenever they basic attack, deal percent remaining HP damage, and get stacking AD/AP/AS, plus all the triggers of Pix flying everywhere.
