Could u make a AP item that has the same effect that the quicksilver sash has?

It would be nice to have a AP item that has the same effects of the quicksilver sash because sometimes we are playing with a AP champ but the oposite team has a malzahar or a warwick and we want to counter their ultis but the quicksilver is ad so it isn't good for our build.
