How about at the end of a season if you achieve gold+ you have the option to select a skin from the vault of past ranked reward skins I.e victorious jarvan, Janna, Elise etc with the option of picking the new one also that is to be released. Even if we were to pay an additional charge to access the vault to make it more fair? Obviously you could only redeem 1 skin per end of season be it a past one or the new one.

It's not really fair players are punished because they weren't playing a certain season. Riot has removed limited edition skins in general (regardless of one or two) so why can't it be done for these ones also at the end of season?

I really like this concept. I know for a fact Id love to victorious Janna, Id give every skin I have for it. Wouldn't be bothered about paying an additional fee..

Not going to happen. The past Victorious skins were for people who achieved gold+ in those respective seasons. Having access to a victorious skin of your choice would devalue the skins for people who earned them previously.
