New champion ability - Pro or stupid?

Okay,

If you remember Gangplanks Parlay move bake in the day, it use to be able to kill an ally minion. This was broke due to the fact that you removed xp from the game and helped the enemy lane push towards your tower.

This enabled tower farming to be way more contraceptive.

What we need is a champion that can heal an enemy minion or neutral monster.

You may ask yourself how this will be beneficial to a team with this capability.

It's actually quite simple.

  1. Assist in enemy laner pushing your lane. Which allows for easier tower farming.
  2. keeping enemy minions alive allows for surprisingly more dmg to ally minions therefore making it more difficult for enemy champions to farm (this may only deny them 1-5 cs per 10 min, but that is a difference).
  3. The fact that neutral monsters can be healed allows for baron/dragon smite steal baits. (This would be applied when someone is trying to steal red/blue/baron/dragon and right as you think they will smite, you actually heal the minion. This puts their smite on cooldown and allows for an easy neutral monster kill.) Not only that, but if a team is trying too early and can barely handle the damage, healing him can cause a huge difficulty.

I like it. But I'm that guy who plays Miss Hybrid and Duelplank, and generally tries stupid things because no one expects it so I win.

I think it has merit though. Not something that belongs on anyone besides a support perhaps, but it has potential. It'd just need some worthwhile counter-play to make sure it's balanced. Then it'd be all good in my opinion.
