Item Concept: Grievous Wounds for shields

Overheal, Lee Sin shield, Orianna shield, Janna shield, Lulu shield, Locket...we've all been there when we thought we caught the ADC out and they get loaded up with shields. Would it be too much to get something that works like grievous wounds but for shields?

It immediately made me think of Ohmwrecker and how it gives a 3 second window of turrets not attacking. What if there was a similar item that disabled shields for 3 seconds?
