A Heimerdinger skin for the ages

So there's already Officer Cait, Officer Vi, Constable Trundle, and Captain Volibear, and we need one more skin to round off the set...Deputy Donger! Just imagine it. His wrenches could become pink frosted doughnuts. He would look dashing in a Police cap and suit, maybe a mustache in the design somewhere. But the best part...his turrets! They could be designed like police cars with flashing red and blue lights above them. His bomb could be a pair of handcuffs that fly out and stun the target. And I'm sure something creative could be done with his rockets. All in all we simply need Deputy Donger to bring justice to the Rift!
