New item?

I know that this sounds kinda weird and may be kinda useless, but you guys at riot should add an item that has some crazy base damage like 150-200. BUT, when you die it goes on cooldown and you don't get the stats for about 5-10 mins. And the more you die the longer the cooldown timer. It should also not build out of anything so its kinda last resort, and cost around 3000-5000. And it should be named something like reaper's sickle, or soul thief. Idk I just thought it would be cool and add some different gameplay.
