I think that there's a lot of room to play around with Rengar's model in the game, and he is certainly popular. However, he just got a skin and I doubt we'll see another one anytime soon.

they dont count the competitive skins like that as actual skins in terms of normal skins releases

If a champion is so popular that the demand for a skin for them goes up immensely, they'll keep making new skins for them, despite making one the week before even. It's simple commerce.

That said, tastes change and riot would never spend just one week making a skin, because they like quality over quantity.

i really doubt they would do this they release them thematicly not just for money yes they do it to make more but they wont make a skin for a champion that just got one the week before unless it fits the skin theme for that patch which they vary from patch to patch so no i really doubt they will do that

but is a legacy skin, also champs like fizz or shyvanna have way more skins, they are not very popular and cho th already have 2 legendary skins, but rengar? 2 skins that are ok, but they are not a 1360 and one from samsung white that is sh*t rengar diserve it, annie have the most skins in game and now haves a legendary ultra rare skin and 2 1360 Rengar item 3070
