Its been a while they created xayah and rakan and I was thinking of something else like a duo champ.

how about two champion that synergise only when togheter but not in the same lane like one in the jungle that deals damage and one on top that is more based on resistance but weaker when alone

The thing about Xayah and Rakan is that their kits just synergizes. Their "when teamed together" buffs are actually not a big part of their kits. It is far from insignificant, but not a huge part of their power budget, so one should consider that when making duo champions :-)
