Here's the thing; Valve tried to implement something like this with Team Fortress 2. And they ultimately resolved not to do it. Why? Because having an operator character, someone with only the ability to give directions to players and nothing more...Wouldn't be fun. It's less fun to play if you're not actively playing, and it also comes as a double-edged sword. You could have players who are completely ignorant, deciding to go by their own directions rather than the operator, or you could have troll operators spamming pings or telling players to go jump one-by-one into the enemy team. Even still, the players wouldn't need an operator to help them along, because oftentimes five players can just co-operate and that would be enough. You don't need some supreme tactical overview, you just need vision control and good teammates. So I doubt Riot's going to give this concept any thought.
