How are champions created?

Some friends and I were wondering how champions came to be. I think Each team (Writing/art/game balance) add their contribution to the new champion with a general idea given to them at the start. My friend thinks that there is one specific group of people completely responsible for the creation of the champion to be passed off to the other teams later to be fine-tuned. Could a dev answer and sate my curiosity?

There have been a number of articles posted by staff over the last 3 years that cover how things are made. Look them up.

Someone has a cool idea, they bring that cool idea to the meeting, they work with various teams in fleshing that champion out, they get sent to the balance team, they get play tested. I think that's how it goes.
