Passive – Drive the Herd: Nearby minions move and attack 20% faster.
Q – Lash: (Skill Shot/Range: 425) Liam attacks with his whip and deals 15/30/45/60/75 + 50% AD to the target. 5 second cooldown. If Lash hits a minion, it's damage is doubled; if the minion dies, Lash's cooldown is reduced by 3 seconds.
W – Inspiring Presence: (Passive Aura/Active Area Effect/Range: 500) Passive: Liam's presence bolsters the morale of nearby minions, increasing their armor/magic resist by 10 + 10% of Liam's armor/magic resist. Active: Liam channels for 2 seconds, healing nearby minions for 20/30/40/50/60 + 7.5% of Liam's maximum health over the duration. Cooldown: 20 seconds.
E – Execution Order: (Targeted Ability/Range: 525/Can Target Turrets) Liam marks a nonminion target for death and all nearby minions swarm the target for 5 seconds and deal 5% increased damage. Liam's basic attacks on the target increase the duration by 1 second, up to 10 seconds. 30 second cooldown.
R – Promote: (Targeted Ability/Range: 450) Liam greatly empowers a minion; increasing its size by 100%, its damage by 50%, and its health by 150%. The minion then follows Liam's orders for 20 seconds. If it is alive at the end of the ability, it goes to the nearest lane with 20% increased size, 10% increased damage, and 30% increased health. 120 second cooldown.
Basic Attack – whip: 425 range/ 0.625 speed (+0%—59.5%)
Liam is a ranged Mage/Fighter. Boasting a whip and an in-depth knowledge of the construction of minions, he charges into any lane with confidence. His mindset isn't lead from behind or from the front, but to be right in the thick of things with those who would look to him for guidance—minions. As such, his range on abilities is relatively short when compared to other champions. Lash allows him to guarantee a relatively steady farm, if he can line up the shot. His passive, combined with Inspiring Presence, allow him to not only deny farm to an enemy, but to continue the push with minions that just don't know when to give up.
It's not often that a summoner is viewed as having the potential to be a champion. However, it's not impossible for that to happen either. Liam was a potent player in the global politics and war of Runeterra. Yet, that is not what brought Liam to be a candidate to be a champion, it was his intricate understanding of... minions. The Institute of War refused to put forward many of his suggested changes for minions, for fear of making the fights between the champions seem underwhelming. So, it was decided that the madcap minion master, Liam, would join the League of Legends as a champion, to weave his magic where and how he pleased across the Fields of Justice.
Edit: Upon rereading, I noticed I didn't give Promote a cooldown, went with a generic 120 seconds!
Edit 2Jan16: Another possible ultimate, as Promote seems lack luster and a lack of minions makes Liam... also lack luster.
R -- The Wave: (Skill Shot? Just kinda point them in an initial direction, they figure it out from there) Liam summons a minion wave of his own over 6 seconds. These minions have the same stats as other minions; except that their damage is increased by 30% of Liam's AP and their health is increased by 10% of Liam's maximum health. These minions progress down the nearest lane if there are no nearby enemies. 45 second cooldown.
