All i have to say is we don need any more new characters atm cause it seems like riot is running out of ideas but they do need more maps and gamemodes to change up the game a little.

The problem with new game-modes is they're hard to properly balance. Since the game is balanced around Summoner's Rift, Riot will have to sit down and ask themselves "What do I want to accomplish with this game mode?"

Right now, we already have Summoner's Rift, Twisted Treeline, Dominion, and ARAM. Barring temporary game-modes, that's already splitting up the player-base significantly. With that said, relatively little people ever venture outside of SR/ARAM, making TT and Dominion carry long queue times. This doesn't even take into account custom matches, which hold even more niche player-made game-modes.

A reskin of the current maps would be nice and not as risky to release, but it still costs money to do these reskins.

A new map entirely would be next to impossible to balance around (unless it's essentially a reskin of Summoner's Rift). Making a permanent map that only caters to a subset of champions won't really be profitable either.

A new game-mode on Summoner's Rift would be fun, but like previous events, it'll be hard to keep it permanently.

The point I'm trying to make is: Newer game-modes haven't been permanently implemented due to balancing and financial issues. Create a game-mode that caters to specific champions and it'll be forgotten. Create a game-mode that attempts to keep balance throughout the roster and it'll pretty much be a SR reskin. Either way, creating a permanent game-mode will need heavy consideration/modification/testing before it'll even be considered. Otherwise it'll just hurt the cash flow in the long run.
