Make glacial augment an active item

Glacial augment is a very underrated rune, in my opinion, the slows are extremely good and it was very nice with the frost queen active item, but after the removal of frost queen the rune doesn't feel as great especially on champs like Ahri glacial was very rewarding, I think one way they can make an improvement on the glacial rune is by making it an active item giving the previous spooky ghost effects or something else it would make the rune feel more rewarding. What do you guys reckon of this idea I would love to hear your opinions on this matter.

glacial will always be a super niche rune as long as you need to AA for proccing it,because the only class that can kite while autoattacking are the marksman,for a mage (because is the most evident example) autoattacking someone means being too far,they just can't do it because they can't AA (plus usually they have a bad AA animation)

riot keeps buffing it in numbers,that will only make the rune either broken for some champions or useless,but if glacial would proc with both AAs and abilities would be far more viable (reducing it for AoE abilities like the old item 3116 )
