If a champion can not stand on their own, they are not from Noxus.

I want one from Piltover. .__. The closest to that is Orianna and she is more of a mid laner.

We have All classes in Noxus Expect Warden which means a supporter Tank of Noxus. so yes Noxus definitely needs a warden Champion who plays as a supporter/Peeler
