Champion Concept: Boo, The Scaredy Cat

While working a shift at our Whole foods a few of my coworkers and myself bounced around champion ideas that were built around lore and mechanics we'd like to see in the game hence Boo came about. He brings a slightly different mechanic but is utilized the same way as rumbles overheat meter this mechanic being fear it ties in well with his lore and has depth and complexity. While his skills were harder to come up with since we thought of a million op combinations this iteration of boo feels meaningful and responsive.
We believed that Boo could have been a yordle or human in this instance we designed around a human as it would be the easiest to imagine, But if he was a yordle I envisioned him something along the lines of slightly larger yordle wearing armor with scratch marks on the chest plate and back, 3 claw scratch mark across his eye and or mouth.
LORE
Jacob "Boo" Wellington was the smallest and weakest member of the Kumungu Forest Search and Rescue team, but by no means was he the least helpful. His nickname was earned after basic training was completed, when he was ambushed by senior members after coming out of the crew hall and scared half to death. Ever since that day, Boo strived to become the bravest member of the team, leading expeditions and going far off the beaten trails into the harsh wilderness of the jungle to find lost yordles. Due to his new found courage, he would be the first to hunt around in dark caves and potentially deadly underbrush. He rose to become the second in command, looking up the leader of the team as a trusted father figure. Until that fateful night.
Boo and his team received a call about a yordle who was lost deep in the woods, and also reports of roars and howls from nearby the last known point of contact. His team suited up and ran out to find this yordle. Nobody knows what happened to the team that night, as the one remaining survivor, Boo, was in no state to respond to questions when he limped out of the forest holding his team leader's sword in his shaking hands. Boo's eyes were glazed and he babbled about a monster deep in the woods, snarling and striking form the shadows, that it could be anywhere,and that it wouldn't stop until it kill everyone. The medics put Boo into a cell for the night to calm down as they organized another rescue unit. At the sound of another team going into the forest, Boo screamed and struck out against his cell walls, crying " No?! You can't! you'll lead him to us, and to me!"
The next day the cell door was found broken off its hinges, massive sword scraps (claw scraps?) covered the walls and door found thrown 5 feet to the side. Jacob "Boo" Wellington has not been found, but it is rumored he is fleeing toward the League, as a last safe haven from the beast that chases him. He was the last of the team, the one that got away, but Its only fun if they run. 
PLAYSTYLE / Thematic
Boo is a situational "scouting" hit-and-run style of jungler. Players will have to budget out their fear meter on the way to ganks. His fear meter will encourage more jungle warding,as if Boo players want to be safer on the trek back to their own jungle they will want more attack damage. Boo will look like a shorter human, skinny at the arms and legs, to accent his shaking limbs more. He will carry survival gear in a backpack (bedroll,maps, and torches) that will shake and rattle as he quivers in fear. His sword will be engraved and unique looking, but heavly worn through use, as it is his leader's sword that was given to him a long time ago. Boo shouldn't hold the sword like it is his own, more so as a tool to keep things as far away form him as possible (held in an awkard grip, tip pointed out at about a 65 degree angle to ward off the beast). he should always carry torches, either unlit or burning, as he fears the dark and what lurks within it.
SKILLS Passive- Separation Anxiety: Above Boo's heath and mana is a counter measuring Boo's fear level. This will tick up slowly the more time Boo remains out of range of friendly towers, champions, or friendly wards or Scuttle buff AOE. The more his fear level, the more his base movement speed is increased. As a trade off, his base attack damage will be decreased, as Boo is more focused on running away than fighting. His fear level will slowly decrease the longer he stands in range of friendly towers, friendly champs, or friendly wards or Scuttle buff AOE
Q- Frantic Slashes: (cool down 5 seconds) Boo whips around in a circle, dealing damage and slowing himself for the duration of the spin. When his fear level is above 33, he will spin a second time. If his fear level is above 66, he will spin a third time. All spins will deal physical damage. The more spins Boo does will increase the cool down timer by 2 seconds.
W- Panicked Gibberish: (cool down 6 seconds) Boo targets an enemy champion and shouts words of warning and fear at them, slowing reducing their attack speed. this debuff is increased the more Boo is afraid.
E- Controlled Breathing: (cool down 2 seconds) Boo channels for up to 15 seconds, significantly reducing the amount of fear he has and calming down. He gains armor and magic resist for the amount of fear reduced during this channel.
R- Pandemonium: (cool down 80 seconds) Boo channels breifly (about .75-1 second) as he looks around and sees the beast approaching. In response, he screams and runs in the opposite direction, sword flailing and arms wide out. Boo will pull any body, minion,ally and enemy champ, he collides with along his path until he finished his run or hits a wall. enemies caught along the path are dealt damage upon Boo hitting them, and if they hit a wall.
- Numbers are all tweakable and I can see the possibility of adding a passive stat to one of his abilities.
