Can we buy in game V.O.s?

My idea...is you how there is a VO for Welcome to summoners rift Minions spawn in thirty seconds Minions have spawned You have been Slain First Blood Double Kill Triple Kill Quadra Kill Penta Kill Enemy Double Kill Enemy Triple Kill Enemy Quadra Kill Enemy Penta Kill

In the bilgewater event...we had Gangplank

I was wondering if Riot would create some for overall gameplay, Like the original and Gangplank and more, and possibly some for every champion or Legendary skins. I think this would be really cool because the VO would be different for possibly different champions and players can enjoy more variety
