Balanced player skill queue

How come all queuing up is all based on level and not on skill; as in getting matched with people with similar K.D.A. and / or W/L ratio's. It is often i get matched with players who just completely just cant comprehend the basic mechanics of the game where as this is my second account and i previously ranked gold in season 6 before starting up this new account. It seems unfair to me that i get matched with other low level account players who seem to just not understand how to play when i know all the fundamentals to the game as well as many others who have started up new accounts just to get a fresh start as did i. Just kinda brain storming here but i do believe people would have a much more enjoyable experience if players were much better matched based on skill pool (K.D.A and W/L ratio) rather then just on levels its self as which it seems it is. - Kuso6669
