TPA skins are Legacy skins. And it means: 'Legacy skins are any skins that were made available temporarily and then returned to the "Legacy Vault". This means that they may be made available again at a later date.' There is a list of legacy skins: https://support.leagueoflegends.com/entries/22578914-Guide-to-Champion-Skin-Types

Ah yes... Celabration skins (TPA, SKT T1, now it will be Fnatic) are available twice per year. At the middle of year (what kind of event was when You bought it?) and now when World Championship are in. :)

They're Legacy skins, which means that they "will no longer be [regularly] available for purchase [after their retiring date], but may reappear in the store under very special circumstances." That was quoted from a post by Moneypenny, Riot's Marketing Manager.
