[CUSTOM Concept] Aelius, the Piercing Daylight (Solari ADC...Protobelt in a basic?)

I really like this idea. The champion's theme carries really well throughout the kit. I think, from a game-play design perspective, the weakest part of his kit is his passive, but that's just about the only thing I would like to see changed. Maybe instead of having it be centered around basic attacking the same champion, it just empowers him in some way when he basic attacks any champion/large monster a certain amount of times?
