Champion Concept: Colonel Huegh Splatterton - The Paint Warrior

Last (K)night (pun intended) I thought of a new champion, and I was wondering if you guys wanted to read my idea. Please enjoy ^^ Note, I still need to think of some lore, damage and cooldowns (etc) for his abilities, but i'd like some positive criticism and input from you guys. Here's a picture of him
Description: (i'll try to add a little drawing of him later) Colonel Huegh Splatterton is a tiny, round creature with no arms. He only has his feet. He has a large paint silo/tank on his back attached with belts and to that tank is a mechanical arm attached. The tank's lid is open as well. The tubes going from the tank to the hand of the mechanical arm are the tubes for firing paint out of the arm. He also wears a mask with cracks around his angry looking left eye, which also has jailcell like bars over it. A regular angry looking right eye, four air slots as a mouth, and 2 nose shaped holes as a nose. His eyebrows are really large and stick out from behind his mask upwards. There's a small and a thick brush inside the paint tank for the use of his abilities.

Abilities:
Passive (p): The Paint Tank
Huegh uses the paint from his tank to use his abilities. Inside the paint tank there are 5 chunks of paint at the beginning of the game, but they can be upgraded at level 6/11/16, and every 9/7/5 seconds one chunk of paint will refill inside the tank. As said before, at level 6/11/16 you can upgrade the paint tank and add a new colour of paint to the substance. Every color adds different benefits, but think well, as you can only choose 3!
Blue paint:
- Improved paint regen (8/6/4 seconds) + one extra paint chunk Green paint:
- Improved health regen (5%) + one extra paint chunk Red paint:
- Improved Armor (5%) + one extra paint chunk Yellow Paint:
- Improved Speed (5%) + one extra paint chunk Purple paint:
- Improved Magic Resist (5%) + one extra paint chunk
Splatter Paint Slash (Q, Skillshot) - Cost: 1 Paint chunk
Splatterton grabs the brush from the paint tank and Slashes his mechanical arm horizontally to release paint in target direction. Champions hit become "splattered". This effect can stack up to 5 times. Paint stacks will slowly glide of champions once every 4 seconds
Paint Rush (W, Ability line) - Cost: 2 Paint chunks
Huegh Grabs the thicker brush and paints a paint trail really quickly in front of him, once the animation finishes, he dashes across the created paint trail in the direction the trail was created. The trail will be a straight line always and can be interrupted.
Splattershot Throw (E, Button press, auto hit) - Cost: 1 Paint Chunk
All Splattered Champions within certain range of Huegh will get thrown a blob of paint from the paint tank towards them. Huegh can fire the blobs from a hole in the mechanical arms hand like a sort of cannon. The higher the "splattered" stacks, the higher the slow on the enemy champions.
Paint Splatterfield (R, Area of Effect) - Cost: 3 Paint Chunks
The colonel jumps in the air and fires 3 paint chunk on the ground, filling a circle beneath him. The Longer the enemies stay in the splatterfield, the more stacks of "splattered" they will receive.
Optional: Enemies have a 10% chance to slip while in the paint splatterfield.
Updates/new ideas:
If enemies have 5 stacks and get hit by E: Splattershot Throw, they'll slip. At the end of W: Paint Rush, Huegh receives a small paint shield as he covers himself during the slide. New CC: Slip. Champions slip and fall down. Takes a second to stand up again. During the slip they can't do anything
So my thoughts behind this champion started with a support champion. My thoughts on how he is in battle is a cc/slow champion who can help picking up kills. In the early game, he can focus on one champion picking out, since he won't have enough chunks of paint to combo his abilities on more than one champion. But he scales well into late game with the added paint chunks so he can for example use his Q ability on different champions in combination with his ultimate and E ability to really slow the enemy down. In the early game he can go for some combo's with his Q, then with paint rush(w) get in range of the target again, use your Q, ending with E to slow them down enough for your adc to deal some damage.
