[item concept] Challengers Codex

This is a legendary item meaning it is made from the combination of two advanced items. it is built from a Fiendish codex and an Ancient scroll (another new item). I'm sure we all know what a Fiendish codex does, but just incase let's review.

Fiendish codex: Cost 900g +30 AP Unique passive - 10% CDR

The next item to build this would be the Ancient scroll so let's go over that.

Ancient scroll: cost 1200g +20 AP Unique passive - spells have a 10% chance to crit for 25% bonus damage

Add the items up and you get the Challengers Codex which gives.

Challengers Codex: Cost 3200g (that is the total amount the item would cost) +60 AP +10% CDR Unique passive - spells have a 20% chance to crit for 25% bonus damage

Challengers codex sounds pretty cool. I can see it replacing an item slot for Zekes Harbringer as well. Maybe even lichbane.

We would need more spell crit though as 20% isn't very much.

The concept seems interesting in general, but it will create huge balancing problems. Spells like Syndra's and Veigar's R are dealing massive point and click damage already, imagine if they would be able to crit for 25% additional damage. I could imagine that there are many mages which will become problematic if this idea finds in the game.
