A Balance of Skins

I feel riot has made a lot of amazing skins in the past for a vast number of champions.

Some champions have little skins, but some have many.

For example : Azir - one skin "galactic azir" : Garen - Six skins

Im not trying to say I could produce more skins but I feel like we should try to balance them.
