Should i buy skins for my LVL 30 account?

As of right now i am on "leaverbuster" for the enemy team having connection issues at the loading screen for 20 minute queue times. I am aware that this time can increase, and also you can be put on leaverbuster from the tutorial. (which is a custom game) (which says there is no safe place to see what my connection is like) I am not certain if this timer goes down. I do know i haven't afked one time while playing. What i am getting at though, if the leaver buster timer doesn't go down reasonably (after two weeks of gameplay as i have experienced thus far) and is at 20 minutes, then what happens if i keep playing and it rains? does this timer go up?

The situation is that i do not feel like purchasing something for my account if it will get banned in the future. (for possible 1 day to 7 day bans) which is possible if the timer doesnt reduce such as like it increases.

i really enjoy playing this game but i feel as if it is a waste of time if my lvl 30 account gets banned for connection issues (which can be caused by someone other than yourself disconnecting and reconnecting while in game)

ive been looking at woad ashe for some time now, but im kinda iffy on it due to leaver buster.
