Champion Concept - Xero, Piltover's Assassin

Okay, Xero is not supposed to be taken as a steal from Borderlands 2's Zero character. While I love that game, I didn't have any kind of influence from him in this concept. While you are reading through this post, keep that in mind and give me any feedback on what's unbalanced about him. I am not a professional game designer, so I don't know how to balance champions for gameplay. Anyway, enjoy!

Health: 347 (+31 per Level) Mana: 422 (+43 per Level) Attack Dmg.: 49 (+12 6 per Level) Ability Pwr.: 6 (+ 3 2 per Level) Armor: 9 (+7 3 per Level) Magic Resist: 11 (+9 4 per Level) Attack Speed: 0.85 (+3% per Level) Movement Speed: 288 (+11 5 per Level)

Lore: After scientists in Piltover learned of Zaun’s creation of Blitzcrank, they felt that they needed to create an animatronic of their own. Thus, the near-living weapon designated as X-3R0 was made. For months, X-3R0 roamed the streets of Piltover aiding Caitlyn and Vi as best as it could, and eventually the police sent it to attempt to track down Jinx, but to its best effort, X-3R0 could not find her. In a last-ditch effort to keep their creation around, the scientists begged Piltover’s military to give X-3R0 one last chance. So they gave it an impossible task: Kill the Noxian assassin Katarina.

On its way there, X-3R0 abandoned its handlers and when they came hunting for him, he gunned them down. The creation meant for so much good had turned. He found an isolated village and stayed there for a time, but was eventually discovered by a young man. This young man pitied the automaton, and tried to help.
After seeing its designation, the man gave him a name and gave it help to gain control over its fear and anger. Soon after, Xero left for the League of Legends to claim the prize it set out for so long ago...

Passive: Hextech Cloaking - If out of combat for 7 seconds, goes into stealth and gains 150 extra units of visibility. Abilities will take Xero out of stealth, with the exception of his E.

Q: Longshot - Fires a tracking arrow at a target, dealing 20/40/60/80/100 (+18% AD), giving vision of the unit for 3 seconds. Stealth Bonus: Pulls and jumps to the target after contact slowing by 80% for 1 second and deals double damage. Cooldown: 21/19.5/18/16.5/15 // Mana Cost: 25/30/35/40/45

W: H-217 Grenade - Lobs a grenade in a short distance, dealing 85/105/125/145/165 (+10% AP). Stealth Bonus: The grenade flashes, blinding all enemies in the blast radius for 3 seconds. Cooldown: 19/18/17/16/15 // Mana Cost: 30/35/40/45/50

E: Jumpdrive - Passive: Gains 20% attack speed (+3% per 10 bonus movement speed)for 5 seconds after coming out of stealth.Stealth Bonus: Active: Dashes a short distance and gains two stacks of Overdrive. These stacks will last five seconds and can stack up to 60. If Xero dashes into an enemy champion or Large or Epic monster, all stacks will be used, dealing 7 damage per stack. This will also take him out of invisibility. ** Cooldown: **(Only when used in stealth) 4/3.5/2.5/2/1 // Mana Cost: 5/7/9/11/13

R: X-3R0 - Zero’s abilities are augmented for a short time, and Hextech Cloaking’s delay is reduced by 3/4/5 seconds.
Q: Grants vision of a medium area around the enemy hit and burns the enemy for 5 seconds at 6% current HP per second. W: Grenade bounces once, dealing the same damage in a smaller range. E: Deals double damage on stack use and can dash/blink 200 units farther than normal. Cooldown: 200/175/150 // Mana Cost: 100 at all Levels

EDIT: Changed some values around in the base stats and their scaling. Thanks to Regret Exegersi, I found out that the values were quite ridiculous, so thank you for that!

I think his kit doesn't sound too bad, it actually sounds rather interesting, but you definitely need to lower some of the base stats. This is especially so for his base ad, which would be at over 200 at level 18. The highest now isn't even over 150 at 18. Same with his movespeed, which would be over 400, and his mr would be over 100, those are all REALLY high values.
