A better Quinn

When Quinn was released I thought she was novel and all, but as time drags on I am irked, she feels half done like she was given up on. I have come up with an idea that would make Quinn more. Remove the assassinate on her ult and make her a true transformation champ. Now i know you may be thinking why that's a weird idea and I realize it would require more tweeks but I truly believe it would make her so much more.

In all honesty, all I want is her passive in bird form.

No, Quinn is not supposed to be a transform champ; doing so would basically turn her into another Jayce. You, as Quinn, kite an enemy, and Valor chases down that fleeing, low-health squishy. That's why the cooldown is so high (admittedly, maybe a little too high at early levels). If she was changed into a transform champ, yes she would need rebalancing (that amount of MS and AS on a little to no cooldown would not be healthy by any means), but such balancing would completely destroy her position as a champ. This is coming from a Quinn player, she is perfectly fine where she is balance wise. Bug fixes notwithstanding, she is a very well made champion (only thing I would ask for that would be nice would be some kind of passive for Valor, but he's fine right now anyway. Also maybe fix the way damage is calculated for Skystrike; it deals the most damage when the targets are dead right now).

Also, they already experimented with true form-changing. It came with increased AA range and decreased MS as Quinn, and no execute, but it was scraped. If that doesn't tell you that this idea isn't happening, then I don't know what will.
