The Ability to Mod League of Legends Is It Good or Bad?

TL:DR I think that League of Legends could add modding in the future however not now and alone. They would need the community to make it possible.

League of Legends has a huge community and with that community there has to be a few developers or people who say "I would really like to see how this champion would play like if X ability was like this instead" (I've done this plenty of times). I think most people wouldn't be against this if they implemented it right: yet that's the problem. I want to start a discussion on Modding League of Legends from how it would be good and how it would be bad.

Here's what I think, I think it would mainly be a great thing for League of Legends. It would allow the community help change the game and riot really likes to do that so let us change it. If we could change it we could bring new ideas to it, We could then take those ideas and add them to the game if enough people agreed and finally riot agreed with them.

What kind of mods should be able to be made? I think that we can't have models because of filtering (at least at the start). I think mods should be restricted to using in-game assets and only be able to modify champions stats and abilities and maybe even custom champions. I think this would be good enough for just testing game mechanics.

Yet still I haven't addressed the problem, how do they add modding? Clearly they can't be in our normal games (probably not custom games either) I think we need to have a new section called "Modded Games". This lets the player base split (this is a great thing also horrible). After that how do we make sure everyone has all the mods installed? We could do something like Node Package Manager that lets developers publish there mods.

Who should be let in? I think it should be restricted they could use the new honor system as a requirement. Yet as it stands I don't think that is enough they would have to tie it to the form maybe. There should be other levels to modding because I think to make skins and champions and even skins without the in game assets.

However, this could make it easier for cheaters to make hacks and this could cause things to make the player base only play "Modded Games". It could cause arguments in the community on what should be accepted into the game. This would also cause security issues if it isn't implemented correctly. The biggest thing that is stopping modding is time. It would take a lot of time to add modding into the game correctly.

I think riot could do this, but not by them self if they could have some community help them look at GitHub a lot people like helping build a application. I don't think this should be open source because I don't think riot could do that right now. If riot wants to do this I would be glad to do it for free and I feel some others would like to do it also. This is what I think though but what do you guys think about Modding in League of Legends.
