PBE suggestion to make hotfix's unnecessary

Make a rule for keeping your account on PBE: have a schedule of times where players are required to play a full meta 5v5 game for item changes. Players are free to choose their date but has to be along the schedule times. Enforce a number to meet every 3 months (considering the community is not as big as live). Possibilities like, increasing your PBE limit or declining the amount of hotfix' that happen. Even choose the champions in the game to make sure certain changes, like lethality, aren't overpowered on champions. Zed Your Welcome. And yes, this is a concept. summoner 4

Firstly, what is actually wrong with hotfixing? To my knowledge Riot is actually ecstatic they have this technology now. They can make more aggressive changes so that they can hotfix if they need to, instead of slowly creeping up tuning over a few patches.

Secondly, Pbe games are used for "feel" not balance because of a lot of reasons. Most people either don't tryhard (since it's not live) or have a tremendous amount of ping (it's one server worldwide). Add to that time-zones and mmr differences and you get Pbe.

Hotfixing is obviously an amazing innovation for technology but why exactly would you need to use it on such a high rate when you can test in PBE? Last time I checked PBE was for balance changes hence the reason all changes are brought there for in game testing. If you are a tester on PBE what job do you have solely? Feel is the reason Hotfix is needed frequently when it should be for "balance".
