Miloko, The Heart of the Fleet

So if you saw my last champion, I fixed up his abilities since he was a lot of copy and paste and this is what I have made of my own little rework.

Miloko is a ranged jungle champion that uses his Hextech harpoon gun as his weapon of choice on the rift or out at sea. His passive is Secrets of Slaughter: when attacking a minion, normal, large, or epic jungle monster, he does additional damage giving him just a slight faster way to clear jungle camps and minion waves.

Miloko's Q is Weighted Net: Miloko throws out a net in line that slows anything hit by the net at low levels of the ability. The more you level up Weighted Net the longer the slow becomes, and at the net's max level, it applies a brief stun instead of a slow.

His W is Boosted Morale. When Miloko activates this ability, him and one near by ally gain a short boost of movement speed. This is very useful to gank quickly or to close of a gap between you and a near-dead enemy to get off the final shot.

Now his E is one that you get to choose, Feeding Frenzy or Rat Attack. At the shop you can buy 2 different types of bait, but you can only have different type of bait at a time. The first bait you can buy, Chum, attracts sharks that start a frenzy which does dps damage in a circle (like morganas w) to enemy champions walking through the frenzy. His other bait, (cant think of a name yet), summons 2 wharf rats that target the enemy hit by the bait (point and click throw, not skillshot) that have their hp decay over time. They do less damage then the feeding frenzy but instead they apply a bleed effect.

His ultimate ability is Hoist the Anchor. Miloko calls down an anchor that knocks up enemy champions in a large circle and leaves a patch of ground behind that applies a slow to anyone that walks in or over the patch. This can be useful for ganking or in team fights.

I hope this is a lot better than my old champion design for Miloko. ill try to come up with some lore for how he got his hextech harpoon gun, or how he became one of the highest members of Bilgewater's Slaughter Fleet.
